Message from the President

After 13 years CDM 1994 has been revoked together with Construction (Health, Safety & Welfare 1996) and other regulations either in part or in full. In their places we have CDM 2007.

Did the HSE have to change the direction for CDM? I think they had no option as too many ‘responsible’ people were definitely not the best people to manage the risks involved in the projects. Too many duty holders failed to support or encourage a competency base or a risk culture involving the safe management of projects and in many cases hazards, risk assessments and method statements became large ‘generic’ layers in a file gathering dust in a site office.

The main part of health and safety has always been common sense based on relevant knowledge and this was getting lost in the avalanche of paperwork and fear of a visit from the HSE.

I think the new regulations can simplify the responsibilities for duty holders but I will have to wait and see how the clients will respond to their new influence over the way a project is run.
